What are high buffers / what does this mean exactly?

I see this come show up time and again. I work as an infrastructure monitor for my company. I know how to show to the buffers and see what is missing but it doesn't make a ton of sense to me what is going on. Here is a snippet of what I have seen before:

Anybody mind explaining to me what is going on here? I'd like to get a firm idea of what these buffer counters mean.
