What do the stars mean?

Hey everyone I haven't been part of this community for to long, so I am sure this has been asked before. What do the stars mean above each user? Is by how many posts to place or is it by how many certs you have and how many stars can you get up too? Thanks for the info. icon_confused.gif:

    message count 0 - 3 stars. Moderators get 4 stars. Sysop/webmaster should get 5 I guess be he sticks to 4.
