POE port didn't work?

So I had a little trouble with one of the production switches. Please keep in mind I had means to access the switch, as I wasn't allowed to do anything.
However from what I was told he restarted the port 48, and it worked. Likewise with port 41. He said the switch port 'hanged' and needed to be restarted. I've never heard of this, does this happen often?

Alot of factors can contribute to this. Without looking at logs, port status etc. its hard to say. Would need more info to give you any idea

I wasn't given any information. I was thinking port security and the port was shutdown, but I wasn't able to get any show command output.

Out of curiosity, is this a PoE+ 48 port switch or just PoE? It is an important distinction because the plus designation means it can push power to all ports. A regular PoE 48 port switch cannot push power (especially if you had it full of 79x5 series phones).
