CUCM initial phone boot "File Not Found" and "File Auth Fail"

I followed steps in above guide and changed my router's dhcp 150 to point to the CUCM server.
I have two 7940 phones and one of them came up but the other one isn't coming out.
On CUCM, the second phone registers but the first one doesn't
I compared the settings of two phones and DN and they are identical.
The one not working spits following errors on phone screen "File Not Found" and "File Auth Fail .....sbn"
Anyone have any idea how to troubleshoot this?

If that's not what you are asking, I don't know what you mean. -
OptionsLegacy User Unregistered / Not Logged In Posts: 0 ■□□□□□□□□□Does it give the same issues after a factory reset on the phone? I know AUTH FAILED usually comes up when load file is not the same as files given by the tftp server.
