Question on PAT (Overloading)
Can PAT (overloading) work on the reverse ?
Normally we use pat to over load a single or a few public IP address from lots of private [RFC1918] IP address range - it it possible to reverse the task?
a few public IP range

traffic will be initiated by the few public IPs - if this is not possible what other solution do you suggest?
I have read some article which states that a single public IP address for example 20.20.20.20 can be mapped into more than one private IP 192.16.2.1, 192.168.2.1, and 192.168.2.3 as long as they are not using the the same tcp/upd ports .

NAT doesn't care whether an IP is public or reserved. What exactly are you trying to do?
