After researching the subject, why would anyone use Ciscos default encap of HDLC vs PPP? I dont see any reason why anyone would do this besides being ultra lazy.

probably legacy reasons. Somebody put it in 20 years ago. And, no one wants to spend any money/time/labor on upgrading it.
