Project Management / Bug Tracking / Incident Management
N2IT
Anyone have any experience with web based systems that can track projects and incidents/bugs? I've found YouTrack and FogBugz but still need to do research.
Couple of key requirements I am looking for
Time tracking - who ever has it in their name is being timed by the system.
Reporting - Some high level reporting of project status or tickets
Email account built in or integration from Outlook (time stamping receipt of the request)
Flexible - Used for not just IT but other operational functions (Is a plus)
I appreciate any replies I realize you aren't getting paid but any recommendation that aligns with at least one of these requirements would be great!'
Thanks!

My current company and the previous one I worked at both use Atlassian JIRA. It can do all the items you have listed.

Atlassian has some good stuff. Also checkout RT - bestpractical.com Ive used that in the past and it can do all you want (plus its free).
