Juniper - "Wedge Condition"?

Can any one explain what a "wedge condition" is? The internet doesnt seem to have a definition.

Only thing I found was KB26276, basically PFE is having problems passing traffic over the fabric. Reading the article the system should auto-correct the issue and if it can't will notify the RE for 'corrective action' - probably a code for resetting the FPC.
