MCSE is now the highest Microsoft certification available now that the MCM was retired. -

They cancelled the certification program along with the MCSM and MCA because they weren't profitable enough for Microsoft. The entire time they were available, only a couple hundred people ever achieved the certifications. -

It was about a $50k investment so most of the people who took the courses worked for Microsoft. They only lifted the course requirement a few months before they canceled the program. Microsoft never made it a partner requirement like Cisco does for the CCIE so there was no market for the certification and no reason to invest that kind of money.
