I am just asking a hypothetical scenario.

Not normally. Usually you want the loopback to consistently be the router-ID for anything it can be.An expert is a man who has made all the mistakes which can be made. -

We use two different loopbacks for peering BGP peering vs. OSPF router-ID at work. It can be done either way, but we use OSPF for Loopback5 (BGP peering address) recursion. -
