So is it really only 1 individual in the world who has attained all 7 CCIE certifications?

I believe Neil Moore holds 8x CCIE.

Neil Moore is the famous one I can think of. There might be others in other countries that are way more low key. I think Neil Moore's hobby is labbing and taking CCIEs. He was a director at HP and now is at Seagate.

How many CCIEs does Scott Morris have? I thought he had a lot.

I wonder if it's like learning languages, and after the 3rd one it becomes much, much easier.

I remember Neil getting his 7th around early last year.

There is also Brian Dennis 5 x CCIE and Brian McGahan 4 x CCIEs

Scott's sometimes posts here. I think one of the ways he became famous was for his lab.

It looks like one of Scott's has been retired - ISP Dial.

There's 6 current tracks plus CCDE. They seem to have retired a few tracks over the years, or rejigged them: CCIE Blue, Service Provider Operations, Storage Networking, Voice disappeared, WAN Switching and there was a CCIE Design, too. So, over the 22 year life span, that's an average of a retired CCIE track every 3 years or so. I am guessing that maybe some more of the multiple holders might have some retired tracks.
