Scratch Paper for Intermediate Exams

Are you allowed scratch paper for the intermediate exams?
I saw several places yes and when I emailed EXIN they said no.

I used it when sitting the web proctored exams but took pains to show the blank sheet before the exam (both sides of course) and the same at the end so it was obvious that no data was being taken. I never had any comeback in 6 exams so I only assume it wasn't an issue for them.

I used EXIN Anywhere - Exams Online (one of those recommended by GoGo Training who I did the courses with).
