Depends a bit on what your goal is. Do you want to just pass the exam, or do you want to get a deeper understanding to be able to implement ITIL and intend to go towards the practitioner (or higher) level exams?

Yes, Exin is an Examination Institute for ITIL. The ITIL Foundation exam is the one you want.
