Fed's CISO: What took so long?

Why did it take the Federal Government until 2016 to establish this position? Thought's please.

Because it's government. They are almost always behind business.

one word... silos ... each department had their own "CISO" this is new position with total IS responsibility. Although for their salary range, I doubt it will be filled based on merit but rather political connection

Same problem the FBI faces, $$$$$$. Gov't jobs with these positions are never paid well. I think this is because in Gov't no one can make more than the President, probably not true, just something I heard.

I can't even wrap my head around how complex this job would be - literally tens of thousands of disparate systems, all special snowflakes...

I think they need a division of CISOs, 2 for every time zone? I can't see one guy do it all.
