As a person from Russia I worked there for major companies and government entities such as central bank of Russia via managed security services providers and it always sucked in pay compared to what people get in IT in the US where I moved 3.5 years ago and quadrupled my salary easily. And I'm not talking about quality of life factors here such as tiny apartments, high crime, crazy driving, huge crowds everywhere to the level when you can barely secure a table for yourself to eat your big Mac or something in a fast food joint. Also, Russian language is pretty hard to learn. Brian Krebs gave up on this, for example.
