Stupid question: If you have bluetooth turned off then the device isn't vulnerable until bluetooth is turned on, correct?

Few years back when blutooth was dying because people stopped using bluetooth to share files this vulnerability would be a low impact one, because bluetooth would be off for most people.

But now with smart-watches and wireless bluetooth headsets it is a much bigger issue.
