Is ITIL certification is the right path for these skills?

Hi everyone, I have a quick question, I came across a job category that requires the following skills:
1- Developing policies, procedures, standards and guidelines to provide a common framework to support information technology systems.
2- Designing system architecture and technology solutions across multiple platforms in alignment with organizational needs and industry standards.
3- Implementing system architecture and technology solutions across multiple platforms in alignment with organizational needs and industry standards.
my question is "does ITIL is the right certificate path to get the required skills mentioned in above?"

ITIL is focused on IT Service management. I think it could apply to #1 and much much less to the other 2 -

I agree, ITIL would be good for no. 1 - 2 and 3 sound more technical but depending on the industry something like TOGAF, DevOps, or IT4IT might help. -

I think ITIL could be useful for some of what you are looking for. No magic bullet , but ITIL will offer some knowledge.
