If the offer is lower than what you want, you need to decide what that means for you. Are you in a position where you have to accept anything, or can you safely pass this job up if it doesn't meet your requirements? If you can do without it, ask them for what you want and what you think you're worth. You might also be able to negotiate for other things to make up for a lower salary. Maybe they'll give you some extra vacation time, money for training, pay for your cell phone, etc.
