And the DOD is known for avoiding open-source when possible. But Snort has kinda become the DeFacto standard. And it really depends on what you mean by user friendly. Its not going to be something that you are just going to pick up and configure properly without using any references if you've never worked with it before. But there are plenty of references available. A good starting point is "Managing Security with Snort and IDS tools." I got if for the Kindle...and its pretty good.
