To be honest, this is why I hate government contracting. I've never worked as a contractor where management was "happy" to see employees improve skills and move up. They want you right where you are because 1) you have the necessary experience to keep doing your job instead of having to hire and train up a new person to replace you and 2) moving up would entail paying you more which means less many for the contracting company.
