What about people working and responsible for IPSec VPN (LAN-to-LAN or remote access), SSL VPN... stuff like doesn't come under cryptography?

Yes it is consider to cover Cryptography Domain. As long as your job scope covers a topic in part of that domain is consider work experience. And it has to be professional experience. Professional Experience can be measured by having a fixed full time monthly salary as compare to a hourly base salary, and also requires some form of advance level training in order to fulfil the job. For example, being part of a compulsory military service does not brings you professional experience, but signing a bond with the military service being a communication specialist will brings you experience in cryptography because they to be specifically train have to change keys, use code words and learn various radios and its encrypted transmission. Also, they required much more training as compare to a normal communication operator who is part of a compulsory military service. Experience in physical security is also added since they perform guard duty.
