Houston, TX This is my opinion based on job search engine results and also best cost of living. DC is an exception for cost of living, then again you can commute from north virginia. These cities pay very well, almost as good as it gets and yet the cost of living is so much lower they are almost no-brainers. I myself am contemplating ATL in the future, my wife being an Epidemiologist makes it an easy choice to make as ATL is CDC HQ and the largest sector for Public Health jobs.

You are correct DC is high indeed, but many in IT commute from less expensive areas in north Virginia to compensate. I probably wouldn't do it, but the sheer amount of jobs rivals cities in California and that's why it made my list.
