Normally, I would recommend SANS tracks in your situation, but since cost is an issue, I guess it's not an option. About which cert. is "valueable" or not, it depends a lot about where you live. I find that people with varied IT experience make good security professionals. A natural progression from Net+ should be Sec+ but if you really want to take the SSCP, they really do stress that you have at least 1 yr of experience and it shows in the quality of their questions. They try to be vendor neutral but you could be presented with a screenshot of what looks like a Wireshark pcap traffic…
