If I were a CISSP and someone asked me for an endorsement, I would make sure that he meets the posted (ISC)2 requirements and qualifications for CISSP before I signed any of his/her paperwork. Consider the benefits of a CISSP CBK revision. They are likely to drop the Orange Book, older technology, and a lot of pre-2000 InfoSec initiatives from the CBK, leaving CISSP candidates the need to only study more modern InfoSec topics and issues.
