Visa on a Resume?

Hi everyone,
I'm an American citizen, but I also have a Permanent Resident status/visa in the Philippines. Would it be a good idea to include this on my resume? Why or why not?

Leave it off unless you plan on applying for a position in the Philippines or at a position that would present an opportunity to travel there for work.And so you touch this limit, something happens and you suddenly can go a little bit further.
