On-call IMAC position or not?

I went on my 2nd interviewed for an on-call IMAC role a few weeks ago. After filling personal info, the internal Senior recruiter informed me that a couple of people will contact me in regards to timesheet info and work schedule. I call the same recruiter and asked him were there any updates and was told that he'll see if my name is in the system and have so and so call me to have work by weeks end.
Based what I mention, does this mean he's playing games or is this how it usual works? I was waiting for almost a hour just to fill 2-3 more pages for information. Thanks.

The job is based on doing moves and installs for the hardware team. In fact, the pay was suppose to be $11/hr (crazy, I know) but for some odd reason, the recruiter said it's $15/hr.
It seems odd that he increased the pay rate to $15/hr, what's your take on it?
