Usually it's dynamic. Sounds like you're talking about routing, but what type?

Dynamic = Hello's sent from the routing protocol, Static = configured statically with the neighbor command

BGP uses static neighbors - You have to manually configure neighborships. EIGRP and OSPF establish Neighborships/Adjacencies by exchanging messages. You can also configure static neighbors in EIGRP or OSPF, but this isn't necessary on a Broadcast Network (Ethernet) and Frame Relay has other workarounds (Pseudo-Broadcast) that can be utilized. You will run into these (EIGRP/OSPF over NBMA and BGP) at the CCNP level, but I don't believe you will see them at the CCNA level.
