GPO won't take

Alright so I got 08 Data Center and I made a GPO to add desktop shortcuts to websites. It's linked and enforced and for some reason the desktops won't take it. I did gpupdate and it still won't take.
The GPO is in the right spot and I'm a little confused. Any one has any thoughts?
When I did other GPO's, they took.
