where is the best place to get your certification? all online or classroom?

I'm really looking to get Dell hardware, laptop, etc certifications for repair. Where is that offered?

How you study for your A+ is really up to you. Some people need the structure of a classroom course, while others can pick up a book and use online resources. It just depends on how disciplined you are. Once you're ready to take your exam, you can schedule it at PearsonVUE, though you'll need a voucher from CompTIA's marketplace.

As for your DELL certifications, check out IT Training and Consulting | Dell. They have a list of the different fields you can go into and which of their certs to pursue.
