Question: can FTP or DNS traffic be redirected to a different port. for example FTP 23 or DNS 53 those are default ports can redirected to a different ports by network administrator. Or its unusual practice.

You can tell it to go on any port you want to, but both devices have to agree on that port number. HTTP can be port 80 or port 2521 if you want.
