Suggested contact auto completed list issues

Hi all,
I have recently upgraded a client machine's OS from windows 8 to 8.1 (for home use). The client is still using outlook 2003 now I am having issues with the .NK2 file, when you type an address on outlook the suggested contacts appear but when you click/press enter/select to auto complete it does not auto complete the email address.
I have already restored the old .NK2 file (from windows into where there is the current one, used the PST repaire tool, reinstall outlook but non of these methods could resolve this issue.
This seems to be common with windows 8.1 users has anyone come across this issue before?
