Windows 8 Proxy Server Help

I have a HP laptop that is a student's and he can't get onto the internet due to a proxy server trying to be connected. We have a separate WIFI for students and teachers so it is connected to the student's WIFI. I have tried to turn off the proxy through pc settings, regedit, and even the internet explorer settings in the connection tab. I would try a group policy edit but this version of Windows 8 is i think the home premium...I also tried turning it off using powershell but still nothing. I ran out of ideas at this point, so what am I missing?
