In the 410 test, is Microsoft expecting us to be able to convert from binary to hexadecimal from memory?

Keep in mind that all Microsoft exam questions context come in as a business problem and your answer should be a solution to that problem.
To find out what you can expect in exam check out this presentation it provides you with information about the exam: Exam Prep: 70-410 and 70-417 - MCSA: Windows Server 2012 (repeats on May 13 at 5:00pm) | TechEd North America 2014 | Channel 9
