Usually doing the bare minimum means meeting the standard requirements doesn't mean they are a bad employee but some people are extremely lazy and incompetent those who hide and avoid learning are the bad kinds.
But if your the type to do the bare minimum always , then don't expect to get promoted that often and this isn't strictly for IT either.
And don't confuse bare minimum with working smarter not harder.
Some people are just Mediocre employees

Like everything in life I suppose "lazy" is a matter of perception. What you see as "lazy" your employer may see as "dependable". The person who shows up everyday, does their job, keeps the place from burning down and leaves for the night. What makes this person even better is that you don't need to replace them in a year. That's not always the case but it may apply more than you think.

Going the extra mile can always ensure your least likely to get laid off but its not always guaranteed. IT employees who are just average, mediocre, and put in the minimum effort are more likely to get laid off but no one is truly safe regardless.
In my company the first one who was laid off were the people who were overpaid too much for their positions.

I am fortunate to be in an environment where hard work is rewarded and validation is given for your efforts. Don't you want to work that much harder to better yourself and your work environment when management validates and recognizes top performers?

Being the only infrastructure employee where I work if I'm not out of the office doing the boring workstation work I'm usually looked at as not doing much.

Explaining to non-technical people when I sit in the office all day automating mundane tasks and providing redundancy is very difficult even though it's going to save them a lot of time and hassle later on.
