Firewall Access Control List help

Can somebody help me in what's going on in this list?

DMZ - Is all traffic being blocked because of the 2nd rule? If so why does the 1st rule permit all traffic?

Inside - Is all traffic being blocked because of the 4th rule? Does the other 3 rules matter?

I'm a noob with firewall btw.

    The interfaces will have a security level. Without an access list being configured, a network can access any network with a lower security level (i.e. DMZ to outside) but not one with a higher value (DMZ to inside).

    can anybody tell me what's going on with source 172.16.3.20 and destination 192.168.10.5?
