Changing jobs in the Federal Government

How does it work? I've heard stories of people moving from different agencies who are able to transfer their grade and retirement time. I'm wondering how this all works as I'm thinking about what I could possibly do in the future within the Federal Government, after working for State overseas.

The same way you get hired on initially, except you're more likely to be looked at. USAjobs.gov and internal postings. As long as you have a year of experience in your current grade you can apply for positions within the next higher grade regardless of agency.
