Can those who work in this field or have knowledge of this field explain more about it? I have read some job descriptions and they are kind of vague. Ive seem some that make it seem like it is setting user accounts and permissions, while others ask for programming background and etc. Also, is there potential growth or would it be a fulfilling career?

It could be as simple as managing accounts and basic access privileges, or it could be much more. Think LDAP, AAA, proxying authentication/authorization from one system to another, federated auth, SAML, etc..
