Could someone explain the speed discrepancies with SATA?

I see Serial ATA - Wikipedia, the free encyclopedia it as both GB and MB, but the numbers do not match. Are they just rounding?

So, they (SATA) can technically go at the faster speed but are limited to the slower one?
