172.16.0.0 0.0.15.255 The range of IP's allowed by the ACL is 172.16.0.0 (the network number) to 172.16.15.255 , ( hope I am correct.) 172.16.15.255 is a broadcast IP right?

Correct, 172.16.15.255 would be the broadcast for that subnet.

172.16.15.255 is the broadcast address of the network 172.16.0.0/20, the subnet mask being 255.255.240.0 which is essentially the inverse of your wild card mask, but is it correct to associate broadcast addresses with ACLs? I dunno, I'm in the same boat as you guys!
