O365 mail flow metrics program?

We just moved to O365 and now I have a request to get a metrics report showing email messages for each person in a department. They want to see how messages where sent/received by each user for performance evals. They manager is not in IT so they cannot use something like powershell. Currently I am eyeballing cogmotive but I have to have 2 products to bring to my manager so looking for input. We have 78 mailboxes but only 15-20 will be needed for this report. Has anyone used or needed a product like this? Thank you for any help.
