Lost the "Cyber War"?

There has been some very engaging conversations about the current state of U.S. assets and cyber posture.

It would be interesting to hear members opinions on what "losing the cyber war" really means.

With infrastructure, defense, offense and many other assets continually transitioning to technology things could get very interesting.
