Tier

Hi,
I didn't get the word tier in this contect clearly until I came across video where I saw the following:
Did I get it right? There're 3 tiers, the 1-st tier works directly with clients (which is above in the pic), the 2-nd is networking guys, and 3-rd is data center guys.
I'd highly appreciate any clarification.

I don't think he is talking about the operations team on this video.
+1, looks like he just making up his own levels/tiers to describe how data gets transferred (or something along those lines)
