Interesting vApp issues (ESXi 5.5)

Hello all,
I recently deployed a lot of VM's for a training class (6 VM's per student, 20 students). So I decided to approach this with vApps because it's easier to clone out a vApp and have the resource pool configured tied to that one vApp. My issue is when a student shutsdown a VM inside the vAPP they cannot power it on. I found this odd because they have permissions to turn off and on virtual machines. My account can and the instructor can as well. I double checked the VM permissions (both the role and to see if that role propagated to the correct folders). I first thought this was permissions but they look correct. Thoughts?
