Passive Interface When Facing Different AS

In CCNP Route lab manual, chapter 6-4
There are two border routers. Their interfaces face different EIGRP AS.
I realized that they cannot ping each other when only EIGRP is configured.
What is the purpose of configuring passive interfaces when they are already in different AS?

The passive interface get's the interface IPs into the routing table without forming a neighbor relationship on the link.

How would they form a neighbourship if they are in different AS?

They won't necessarily automatically form a neighbor, but it's a safe guard. You don't want to be attempting to form a neighbor outside of your networks bounds. You open yourself up to misconfigurations and malicious activity.
