I think you need to work harder on your google searches. "P bit ISIS"

Hi, the P bit is not used by Cisco IOS, the OL bit when set to 1 tells the other routers no to forward traffic to you. This may happen when the CPU is Overloaded and the router cannot handle more traffic, the overload bit can also be set by the administrator.
