When redistribute connected command is not present under router BGP under Washington router, i cant ping loopback IP's fro the EBPG router which was advertised. But when redistribute connected command is present under router BGP under Washington router, i can ping loopback IP's fro the EBPG router which was advertised.

Posting the router bgp config section from Washington router would be helpful. Do you have a bgp network statement for the loopback prefix you are trying to advertise? I asume that you either have no outbound prefix list configured or you do and are correctly allowing the loopback ip.
