Best IOS for 1721 w/16MB Flash?

I've got a couple 1721s with only 16MB of flash, though they have 96MB of RAM (they were bought really cheap and I consider them basically toys). What's the best-featured version of IOS that can run on them (currently running 12.2(13)T c1700-y-m, which is pretty much ipbase)? (I know I can run 12.4 advipservices on them with a TFTP boot, but I'd prefer not to)
