My company needs direction on solution elements in order to architect, design, develop and implement a customized solution for an internet data collection system. Does anybody know of the best solution, given their requirements below? My goal is finding the best, most up-to-date solution out there.

- Design custom Websites, static, dynamic and multimedia presentations, including navigation, data visualizations and look and feel.
- Develops custom application scripts to support interactive Websites.
- Design, develop, and implement web-based applications used for Internet data collection.
- Design web application architectures including software, hardware, and communications components in support of total project requirements.
- Support development staff’s web application programming needs.

- Support the implementation of polices and procedures pertaining to basic web design and style.
