I'm taking the Core test tommorow. In the technotes it says that the lowest ID is 0. Would that be the same 4 wide SCSI? Cuz according 2 the chart, it shows the lowest ID 2 be 8

I think you are mixing up the lowest ID and the ID with the lowest priority. The lowest ID is 0 just means that 0 exists, i.o.w. 8 values => 0 to 7, not 1 to 8.

Then the lowest ID, priority wise, would be ID 8, right?
