[help] Any way where I can create a knowledgebase/free KB management?

I am currently working for a Telco company and they have no formal KB application or program where you can efficiently search for the things you are looking for. They have documents like PDF and Word documents but its scattered all over the network drive and its harder to really see what you need when every word you type shows irrelevant to what are really looking for.
We use SNOW as a ticketing system and it looks like the KB function is not working. Can you use an excel file to function as a knowledge base or MS Access? Its really frustrating as you need to look for every directory before you can see what you really need. Any help will do thanks!
